Rise Chain (RISE) is a next-generation Ethereum Layer 2 blockchain solution designed to significantly enhance the scalability and performance of the Ethereum network. Its primary goal is to provide instant transaction confirmation and high throughput while maintaining Ethereum's commitment to decentralization. The project utilizes a high-level architecture known as the RISE stack to achieve its performance targets. Rise Chain aims for very high transaction per second (TPS) rates, reportedly up to 100,000, and sub-second transaction finality. It also focuses on ultra-low latency, with targets as low as 3 to 5 milliseconds. A key technological innovation is its Parallel EVM (PEVM), sometimes referred to as "EVM on steroids," which enables transactions to be processed simultaneously, ensuring efficiency even under heavy network load. Rise Chain is EVM-compatible, allowing for seamless integration with existing Ethereum decentralized applications and wallets. It also employs a "based sequencing" system, leveraging a subset of Layer 1 proposers for sequencing operations to ensure decentralization. Rise Chain is being developed by Rise Labs and was founded in 2024. The team includes co-founders Sam Battenally (CEO), Sasha Mai (CGO), and Hai Nguyen (CTO). The project has an active testnet and plans for a future token launch, with the token (RISE) expected to serve utility functions such as governance and powering the network's decentralized sequencer.
